United Arab Emirates: Aleria and NVIDIA join forces to realize the vision of sovereign AI and a national cloud
A “fully local” infrastructure according to the specifications
Announced in early October 2025 , the alliance between Aleria, a pioneer in sovereign AI solutions based on big data, and NVIDIA , a global leader in high-performance computing and artificial intelligence, marks a decisive step for the United Arab Emirates' technological strategy.
The goal is clear: to develop a 100% local cloud and AI infrastructure , designed, operated, and secured within the UAE. This approach ensures total data control, compliance with national standards, and performance at very large scale for the public and private sectors.
Concretely, the partnership includes:
-
Deploying NVIDIA DGX GB300 systems with DDN storage and Hopper processors, designed for the most complex AI workloads.
-
The Aleria OS system, a software infrastructure capable of driving thousands of GPUs between local and hyperscale environments without interruption.
-
The development of a “Super App” in partnership with Tawasal, integrating communication, automation and collaborative tools under sovereign control.
A technological vision with strategic implications
This rapprochement is not limited to a simple industrial partnership. It is part of a national digital sovereignty strategy aimed at reducing dependence on large international platforms.
The Emirates intend to regain control of their data and infrastructure, while asserting their regional leadership in artificial intelligence. This approach transforms technology into a geopolitical lever, serving economic power and national stability.
In terms of competitiveness, this alliance strengthens the country's position as a driving force for innovation. By investing heavily in local AI and cloud capabilities, Abu Dhabi is establishing itself as a global technology hub, capable of attracting top talent and capital from around the world.
Finally, the security and compliance aspect remains central. A sovereign cloud, hosted and administered in the country, ensures that all strategic data remains under local jurisdiction, a major asset in an international context marked by tensions over cybersecurity and digital governance.
Challenges to be met, but an ambition assumed
Eric Leandri , CEO of Aleria, highlights the scope of this initiative:
“This partnership with NVIDIA represents a key step in building a sovereign AI ecosystem that will enable the UAE to lead in digital independence and innovation. We are moving toward a future where technology and sovereignty go hand in hand. Our goal is to build intelligent, autonomous systems that protect data, improve efficiency, and strengthen national capabilities—a vision that embodies our philosophy: ‘sovereignty in the palm of your hand.’ ”
For his part, Marc Domenech , NVIDIA Regional Director for the META region, highlights the technological challenge:
“Building truly sovereign AI ecosystems is a major challenge, requiring novel approaches to data security and platform independence. NVIDIA’s AI infrastructure and integration capabilities enable partners like Aleria to bring next-generation sovereign solutions to life.”
A new direction for the UAE's tech scene
The Aleria-NVIDIA partnership symbolizes a new era of technological autonomy for the UAE. It aims to build not only a powerful national cloud, but also an artificial intelligence infrastructure capable of supporting the country's digital sovereignty.
While implementation will be long and demanding, this project could position the Emirates among the pioneering countries of nationalized AI, combining technological power, local innovation and strategic independence.
But beyond its economic impact , this initiative sends a clear message: digital sovereignty is becoming a new tool for international influence.
In a world where data is the new oil, the United Arab Emirates is leading the way in technological mastery based on independence and trust.
An approach that many African nations, currently undergoing a digital transformation, are observing with interest and could well draw inspiration from in the future.
